SAGRIC International is bidding for the AusAID Regional Cooperation to Prevent People Trafficking Project and therefore requires highly skilled consultants to operate the Lao Project Office.

Job Description
The Lao Project Manager will be responsible for management of the Lao component of the AusAID Regional Cooperation for the Prevention of People Trafficking project. Travel from Laos to Thailand will be required; travel to other project countries may be required. The Lao Project Manager will work in close cooperation with all counterpart ministries in Lao, including particularly the Ministry of Public Security, Lao Women’s Union and Lao Youth Union as well as with the Australian Team Leader (ATL) based in Bangkok.
The position will be based in Vientiane. The Lao Project Manager will be assisted by and supervise locally engaged staff in Vientiane.
Qualifications and Experience
· Experience in working with senior level policy and decision makers, preferably in Laos.
· Ability to work with the immigration police and other relevant Lao agencies.
· Team leadership skills, particularly team building and facilitation skills.
· Demonstrated experience in management or delivery of training programs.
· Well-developed people and project management skills.
· Ability to manage data and information in an IT context (such as Access and Excel).
· Knowledge of gender issues, especially in the context of the legal system.
· Knowledge of human rights issues, especially in the context of the legal system.
· Experience in managing programs, supervising staff and generally overseeing an office.
· Fluency in English and Lao preferred.
Specific tasks
Planning and coordination
· Responsible for assisting the ATL in preparing reports as required.
· In collaboration with counterparts, prepare Laos country Annual Plans.
· Work closely with counterpart agencies in the planning and implementation of the project.
· Organise and facilitate programs to introduce the project into Lao PDR. Assist these activities at a regional level.
· Ensure the implementation in Laos remains consistent with the project Goal and Purpose.
· In cooperation with the ATL, organise the arrival of short-term advisers, brief them in relation to their assignments and oversee their work.
· Organise and prepare agendas for the Lao Project Coordination Committee, distribute relevant material and prepare minutes of meetings in a timely manner.
· Attend and participate in meetings of the Regional Project Coordination Committee, and assist
ATL in preparation of those meetings as required.
· Provide support to the GoL to secure funds for activities arising from the Project.
· Respond to the needs of visitors to project sites.
· Liaison with the ASEAN Committee to Lao PDR.
Administration
· Assist in the preparation and implementation of employment conditions for locally engaged staff.
· Implement foreign and local procurement (equipment, personnel, research) according to Commonwealth Procurement Guidelines, with the assistance of the ATL.
· Ensure financial control of the project meets the requirements of AusAID, GoL and project management with the assistance of the ATL.
· Provide regular appraisal reports of project staff to the ATL.
· Timely preparation of reports.
· Arrange translation of project material as appropriate.
Technical aspects
· Work with counterpart staff in Laos to identify participants in all supported units, all training
provided by the project and all national and international meetings and conferences.
· Ensure that gender and human rights concerns are at the forefront of all activities in Laos.
· Assist the ATL in the organisation of international meetings in respect of data sharing, analysis of information and gender.
· Organise national meetings as required.
· Participate in training as required in Laos, oversee production of training materials and delivery of training packages.
· Provide ongoing mentoring and on-the-job training to counterpart units and ToT trained staff.
· Liaise with Laos GOs, INGOs, NGOs and international projects supported by Australia and other donors.
· Liaise with ATL and project staff in other project countries on an ongoing basis.
