SUMMARY: Over 15 years of recent experience in field and office civil site works and geotechnical engineering from feasibility stage through construction on a variety of projects, including: power plants, industrial plants, waste water treatment plants, desalination plants, pipelines, dams, reservoirs, ports, airports / runways, earth fill dikes, high-rise buildings, infrastructure and environmental restoration projects. Specialization includes soft soil improvements, dynamic consolidation, vertical drains, geosynthetic fabrics and geotechnical instrumentation. Project management, supervisory and administrative experience on domestic and overseas projects.

Professional Experience:

May 1998 to May 1999: Raytheon Engineers & Constructors, Seattle/Bellevue, Washington. Position: Geotechnical Engineer. Assigned TO San Roque Multipurpose Projected located in Philippines. Prepared Clay Borrow Area Geotechnical Report for Construction of a 200-meter high dam. Developed soil-testing program to develop design soil properties for dam stability analyses. Conducted slope stability analysis of main dam embankment. Designed and prepared procurement documents for installation of geotechnical instrumentation. Evaluated liquefaction potential of main dam foundation soils. Provided field support at the project site on geotechnical related issues.

August 1995 to April 1998: Samsung Corporation, Engineering & Construction Division, Seoul, South Korea. Position: Consulting Geotechnical Engineer. Responsibilities include in-house consulting for design, construction and safety of high-rise buildings, airports, harbors, landfill closures, dams, deep excavations through soil and rock, automobile, electronics, and semiconductor manufacturing plants. Evaluate and recommend site feasibility studies, soft soil improvement techniques, stability of cuts through soft soil & rock, noise and vibration free piling, geotechnical instrumentation and foundation alternative studies for new projects located in South Korea, China, Vietnam, Thailand, Philippines, Mexico, Saipan and Texas. Interfaced with major international A/E firms, contractors and consultants.

June 1991 - August 1995: Westinghouse - Bechtel Savannah River Inc., Aiken, South Carolina. Position: Geotechnical Engineering Specialist. U.S. Department of Energy's Savannah River Site Project. Responsible for implementing environmental restoration projects, including project planning, cost and schedule control, establishing functional design and regulatory requirements, oversight of geotechnical work and preparing geotechnical investigation and foundation engineering reports. Performed stability analyses of existing dams and dikes. Responsible for geotechnical support for the RCRA / CERCLA closures. Provided geotechnical input for preparation of conceptual design package, functional design criteria, closure plans and geotechnical specifications.

September 1987 - June 1991: Ebasco Services, Norcross, GA. Position: Principal Engineer. Lead geotechnical engineer responsible for development of geotechnical work on new projects. Prepared specifications, civil design criteria, developed geotechnical engineering design and monitored construction of earth / rockfill dams and Augercast pressure injected piling for power projects. Supervised field geotechnical investigations conducted engineering analyses and prepared geotechnical and foundation analyses reports. Worked on many remedial Investigations for RCRA / CERCLA sites including Maxy Flats Site in Kentucky. Prepared geotechnical investigations, design reports for Turkey Point Nuclear Station Emergency Diesel Generator Building, Turkey Point, Florida; LILCO's; Shoreham Nuclear Power Plants Supplementary Containment Building, Long Island, New York; FPL's Fossil Power Plant Addition, Fort Lauderdale, Florida; Georgia Department of Recreation's Eastman Lake Dam, Eastman, Georgia; and many other projects for the City of Atlanta and Gwinnett County.

January 1982 - August 1987: Ralph M. Parsons, Pasadena, CA. Position: Project Manager / Principal Engineer. Managed and implemented geotechnical investigations contracts for Royal Commission for Development of Jubail and Yanbu at Yanbu Industrial City in Saudi Arabia. This included providing assistance in all phases of contract formulation including bid evaluations, negotiations and technical specification preparation. Reviewed and approved design A/E and construction contractor's submission of geotechnical design, specifications, change orders, drawings and reports. Projects included domestic and export oil refineries, industrial complex, port, pipelines, pumping stations, sanitary and industrial waste water treatment plants, power and desalination plants, flood control channels, bypass highway, roads, bridges, airports, dredging of navigational channels, hospitals and infrastructure. Developed and implemented soft soil improvement program consisting of dynamic consolidation, stone columns and wick drains techniques for the private sector housing along the Red Sea. Interfaced with major international A/E firms, contractors, consultants and the client.

February 1981 - January 1982: Brown & Root Inc., Houston, Texas. Position: Senior Engineer. Responsible for conducting geotechnical analyses for quality of backfill, settlement of power block and stability of cooling reservoir dikes at the South Texas Nuclear Project.

January 1980 - February 1981: Ebasco Services, Norcross, GA. Position: Senior Engineer. Developed and implemented geotechnical investigation program and prepared geotechnical and foundation design report for St. John Energy Park in Jacksonville, Florida.

February 1972 - January 1980: Bechtel Corporation, Gaithersburg / Houston Area Offices. Position: Senior Engineer / Engineer. Performed general civil site, geotechnical and foundation engineering for fossil and nuclear power plants. Conducted field oversight of drilling, compaction control, excavations and piling operations. Major nuclear projects included Grand Gulf, Farley, Calvert Cliff, Wolf Creek & Sterling plants and major fossil plants included Parish units 7 & 8, Texas, Roy Nelson, Lake Charles and Muskogee, Oklahoma. Overseas resident assignments included Jubail Industrial City geotechnical investigation program for infrastructure and ARAMCO's seawater Injection pipeline and pumping station projects in Saudi Arabia.
