Position Title: Communications Advisor
The consultant will be responsible for ensuring the achievement of activities leading to the increase in the communications adequately portraying family planning as a mainstream health intervention. S/he will receive technical supervision from both the COP and the Deputy COP.
Responsibilities:
· Propose and define performance indicators for an effective and efficient implementation of communication activities and develop a monitoring system to track these indicators
· Take the lead in designing communication program using both mass media and interpersonal channels, and supported by a public relations component and by other media channels at local levels;
· Responsible for implementing communication campaigns that use the appropriate mix of media channels;
· Prepare subcontracts to evaluate communication campaigns;
· Analyze findings from evaluation and other research studies and utilize such findings for refinement and improvement of subsequent campaigns;
· Prepare an inventory of mass media practitioners, identify family planning allies among them and ensure their training on demography, family planning, reproductive health and other related fields;
· Work with the appropriate officials of the DOH and family planning training agencies to ensure improved counseling and interpersonal communication skills of service providers
· Determine need for short-term consultants, prepare scopes of work for these consultants, identify appropriate individuals and prepare needed documents to engage their services
· Coordinate with other agencies engaged in family planning communication to prevent duplication of efforts and for maximum synergy
· Develop capability of local partners in developing, implementing and evaluating communication campaign
Desired Qualifications:
· At least 5 years of documented relevant experience in designing and implementing communication campaigns,
· In-depth knowledge of the media environment in the Philippines
· Understanding and familiarity with family planning issues and the dynamics surrounding the program.
· Bachelor’s degree in communication, public health, management, or the social sciences, but MA degree preferred.
