Position Title: Deputy Chief of Party
The DCOP/TC will ensure that contract activities achieve measurable results, add technical value, and strengthen the performance of the Philippine family planning program. With the COP, s/he will work closely with short and long-term team members, review the technical content of the project’s reports, and supervise the production of information dissemination materials and management tools to ensure those overall project goals and objectives are achieved.
The DCOP/TC will be supervised by COP and will share the responsibility of day-to-day and long-range activities of the contract. The DCOP/TC will assist the COP in tracking, coordinating, and reporting information related to activities conducted by all short and long-team members to establish technical leadership in their respective areas of expertise.
Responsibilities:
· Collaborate with COP in formulating technical strategies and allocating resources to facilitate the successful implementation of the team’s activities, and develop in all team members their commitment to these strategies and procedures.
· Collaborate with COP in guiding the development of annual workplans. Monitor and assess progress in implementation of these plans. Coordinate revisions/refinements of planned activities and links to budget, as needed.
· Contribute to the development and implementation of strategies in fulfillment of overall goals to improve the quality of communication and advocacy activities
· Ensure the smooth implementation of technical activities, including monitoring level of effort and expenses, activity tracking and compliance with contract requirements
· Ensure consistency, coordination, linkage, and (as appropriate) integration of the technical work and activities with programs and initiatives of other cooperating agencies or contractors participating in the SO.
· Review and provide feedback and direction on the preparation of technical materials prepared by the team’s technical clusters, all project publications and electronic communications products, as necessary.
· Represent the interests of the technical assistance contractor at external and internal meetings and conferences, as appropriate.
Desired Qualifications:
· At least 5 years of documented experience in relevant communication work in large projects or programs, which shall involve work with programs or activities supported by USAID or other major international organizations in the Philippines and other developing countries.
· Bachelor’s and Master’s degrees in communication, in public health, management, or the social sciences. PhD preferred.
· Significant senior-level work experience in management, international development, in family planning or reproductive health, preferably international in scope.
· Filipino national
