Arco Oil and Gas Company 1981-1985

Total responsibility for the on-site construction, engineering, fabrication and contract administration for the World's Largest Chemical Seawater Treatment facility ($4.7 Billion USD), fabricated in Korea on a submergible barge and for operation in the North Sea by a consortium of oil companies. This is the largest single importation into the United States.

Supervised a staff of 235 expatriates, and over 6000 craftsmen both directly and indirectly. Ensured all regulatory compliance and accurate documentation for importation of this vessel to the United States under registration with the US Navy. Christened the “Northern Light” and delivered to Pt. Wainwright, Washington (3) three months ahead of schedule. Imported into the US under the General System of Preferences Act, an additional $20 Million USD was realized.
Over 55,000 metric tonnes of structural steel and 26,000 piping spools were fabricated and installed on side with non destructive completed and pre-commissioning.

Due to the size of this facility designed to be towed on open seas, it was necessary to fabricate/construct in the Far East or Western United States as it would not pass through the Panama Canal.. My duties were to survey contractors with a dry dock of sufficient size to construct and with skilled manpower for this 410ft long 150 ft wide facility. Current ongoing project including a 180,000bd refinery were completed prior to m departure.

I was instrumental as main participant in locating contractors soliciting Lump Sum tenders and negotiating an agreeable contract which met Arco Oil Company criteria and fair to the successful contractor.

Coordinated construction support functions, with project management, procurement, project controls (scheduling & cost) and engineering departments. Reviewed engineering output for construction access and delivery utilizing CPM schedules equipment delivery projections, established manpower and housing requirements for expatriate staff and local hire employees.

As Vice President of DMI I was president of Olsen Engineering Co. in Crosby, TX a wholly owned subsidiary specializing in pipe and structural steel fabrication for the parent company as well as other companies throughout the United States. Additionally assumed a silent role as Vice President of Dresser Engineering Co. of Dresser OK a company dedicated to specialized revamp and dangerous materials handling.

Oversaw all management of projects, project controls, quality assurance of in-house and onsite documentation and supporting documents for company projects worldwide, along with acquisition
negotiations and start-up operations. Merged the (3) three companies and downsized operations saving$30Million USD annually in operating expenses.

Seconded from Badger America to London and placed in charge of all of global construction projects, along with budgeting, staffing, proposal generation, cost analysis and on-site management. This was due to a medical emergency of the permanent director I assumed all ongoing projects and responsibility in Western Europe..
Primarily worked in business development and negotiated an exclusive contract with Taiwanese contractors to provide craft labor for projects in Turkey, Greece and Saudi Arabia. Under a joint venture arrangement submitted a multi billion dollar to Aramco for a grass roots project at Yanbu, Saudi Arabia, which was all inclusive of construction catering and housing.

Corporation. When completed this facility became the only coal to oil full production facility in the United States.
