Contracts and Cost Controller – Enelpower/Ansaldo Consortium: Yanbu Steam Power Plant Unit 4 project (Yanbu, K.S.A.). Responsible for field assigned cost engineering and trending functions for this Steam Turbine Power Plant expansion project. Provides day-to-day cost engineering support to project team, detailed monitoring of field project budgets and actuals for direct and indirect labor, materials, plant/equipment, and subcontracts.

Administer the main contract and subcontracts scope for proper implementation and monitor deviations for future claims. Estimate/prepare change order requests and negotiate approval with the client. Works with field planner and site engineer to analyze cost impacts of schedule delays. Updates and maintains the project field budget and cost data base information.

Provides support to project financial reporting and trending functions and for invoice/billing process to accounts department. Formats data and inputs to historical cost database for estimating department reference. Independently develops and performs field forecasts and variance analysis for management and client requirement. Interfaces with home office project controls department for project overview and concerns. Prepare a weekly overall project status and cost performance reports for upper management decision.

Direct responsibilities are: Budget preparation, develop and administer a cost/progress tracking system that consolidate committed/actual costs and progress information of the Shutdowns. Tracking, monitoring, and forecasting final costs of awarded routine and turnarond contracts from local contractors and foreign vendors. Review and verification of monthly invoices from contractors for payment approval. Duties and special tasks includes publish overall job cost and budget/variance analysis reports for upper management requirement. Preparation of company’s Maintenance Department Operation Plan Budget 2002 for SABIC approval. Compilation and preparation of documentation package for company’s claims requirement.

Cost Engineer/Commissioning project coordinator – Mitsui/Parsons/Petrokemya/AYTB: Olefins III OSBL/Commissioning project (Jubail, K.S.A.). Responsible for implementing current project control system for this 55 million Mechanical and E&I project. Additional duties includes site coordinator for commissioning and operation works, prepare daily automated timesheets for client approval, cost tracking and control, invoices, prepare estimate and change proposal, manpower loading scheduling, and BOQ review.

Responsible for implementing project cost control system for this SR. 75 million 8 cracking furnaces project. Duties includes budget preparation, cost tracking and control, change proposal, evaluate and negotiate change orders, manpower scheduling, monthly invoices, cash-flow, variance analysis, earned value report; also in-charged as subcontracts administrator, and site office administrator.

Cost Engineer/Site Contract Administrator - Chevron/Fluor Daniel/AYTB: Port Mechanical Offplot project (KFIP, Jubail, K.S.A.). Responsible for Implementing project cost control system for this SR. 40 million 50km product pipelines and Offplot mechanical facilities project. Duties includes budget preparation, cost tracking and control, evaluate and negotiate change Orders, manpower scheduling, monthly invoices, cashflow, cost analysis, cost and earned value report, subcontracts administrator, office administrator, and supervised the project automated craft ledger system.

Responsible for implementing project cost control system for this accelerated turnaround project. Responsible for developing/Implementing project cost control system for this SR. 30 million Time & Material project. Duties includes prepare daily automated timesheets for client approval, cost tracking and control, review/negotiate change orders, manpower scheduling, prepare monthly Invoices, published weekly cost and progress report, and administer the company’s project automated craft ledger system.

Quantity Surveyor/ACLS Coordinator - Brown&Root/SADAF/AYTB: CA-EDC and Salt Plant Brine expansion re-measure projects (Jubail, K.S.A.). Responsible for developing, managing, and maintaining the AYTB Automated Craft Ledger System with directs interface with client’s management automated ledger system (ACLS). Overall in-charged of the project MTO quantities for all disciplines. Maintained and update structural, equipment, and piping material status. Update and report actual progress to client’s turn-around ledger and for client’s cost and scheduling department. Coordinates with the company’s sub-contractors for quantity update and timely reporting of progress; published automated progress report by discipline for client’s daily progress meeting.

Cost Engineer - Project Controls Dept. AYTB Head Office (Jubail, K.S.A.). Direct responsibility to see that all on-going construction and maintenance projects are monitored, tracked, and analyzed by activities to ensure consistent cost and progress reporting, company wide. Additional responsibilities include prepare budget on newly awarded projects for upper management approval. Assigned project specific cost codes utilizing company’s code of accounts as a guide to identify and segregate the various elements of cost. Compares actual expenditures on both man-hours and materials to corresponding items in the estimate. Interfaced with the project managers and project planners/schedulers to identify planned/actual progress and manpower status, retain record billings and internal costs

Developed and maintained a well organized electronic database management filing system to respond quickly to internal or external questions; provide actual data to be used in support of a claim, and source of historical information for estimating department. Interfaced with the accounting department with regards to invoices to the client for progress payments and extra works. Conduct monthly actual cost reconciliation to check that the allocations of expenditures are booked to the right code of accounts. Forecast the ultimate financial position of the projects. Report directly to the Vice president - Operation.

July/92 to Sept/93

Document Control Supervisor - seconded for NMC (Ibn Sina)/Fluor Daniel MTBE 500 million dollars expansion project, Construction Management Team (Jubail Int’l City, K.S.A.). In-charged of supervision and maintenance of the Eng’g/QA document control section. Responsible for developing and maintenance of electronic database and hard data files of all project drawings, specification, equipment list, data sheet and contract documents of the project.

Implementation of an established Fluor Daniel flow procedures for the project document control system to ensure accurate and timely distribution of project information. Responsible for issuance of new and revised AFC Drawings for 20 subcontractors of the project. Interfaced with Fluor head office engineering design group for discrepancies and releases of new and revised drawings. Produced weekly and monthly AFC document status report for the CMT meetings. Established a work flow diagram and computer program for logging/tracking and updating of drawings, specs, ISO’s, PO’s, RFI’s, submittals, QA/QC reports, NCR’s, and all incoming/outgoing correspondence (Internal/External). Report directly to the project’s Chief Engineer.
