[pre]The Government of the Hong Kong Special Administrative Region is recruiting native English-speaking teachers to teach the subject of English and assist in curriculum development in Chinese-medium Government and Government-subvented primary schools (equivalent to US grades 1 - 6) and schools for students with special educational needs.

OBJECTIVES
The teachers will be appointed under a newly introduced Native-speaking English Teacher and English Language Teaching Assistant (NET & ELTA) Scheme in primary schools. The main objectives of the Scheme are:

- To develop innovative models of good practice in creative/communicative approaches to the teaching and learning of English, including the production of curriculum materials;
- To develop students’ interest and confidence in learning English both within mainstream and extra-curricular activities; and
- To promote the professional development of the local teachers.

DUTIES OF NET
The duties of NET include the following:
- To undertake teaching duties, trying out effective teaching models/approaches;
- To organize and conduct extra-curricular activities related to English learning and teaching;
- To assist in school-based curriculum and staff development as well as development of teaching materials;
- To act as a language advisor for the principal and teachers; and
- To assist in dissemination of good practices.

QUALIFICATIONS FOR APPOINTMENT
- Candidates should be native-speakers of English or have native-speaker English competence and should possess:
- a bachelor’s degree, preferably majoring in English Language or Linguistics or English Literature or English Studies or a Modern Language; AND/OR
- a recognised teacher training qualification, preferably in Primary Education or Teaching of English as a Foreign or Second Language (TEFL/TESL).
- Experience in teaching English as a second/foreign language at primary school level is preferable.
- For appointment in special schools, preference will be given to candidates who have special education training and/or experience in teaching students with special educational needs.


TERMS OF EMPLOYMENT & SALARY
- The appointment will be on a two-year contract from 16 August 2003 to 15 August 2005, subject to renewal after expiry.
- The salary scale is from HK$17,100 to HK$38,695 (approx.*US$2,197 to 4,971) per month (12 months a year) plus 15% gratuity on satisfactory completion of the contract.
- Those without a recognised teacher training qualification will enter at the minimum of the pay scale and will not be permitted to proceed beyond HK$28,075 (approx. *US$3,607) per month.
- The salary to be offered is determined on the basis of the candidates’ qualifications and post-qualification teaching experience and is subject to the prevailing conditions at the time the offer of appointment is made.
- Passage, baggage and medical allowances and a special allowance of HK$13,000 (approx.*US$1,670) per month are provided for appointees whose normal place of residence is outside Hong Kong. (The NET will not be eligible for the special allowance if he/she or his/her spouse is already receiving the same or housing allowance from his/her own employer.)
- In compliance with the Mandatory Provident Fund Schemes Ordinance (Cap. 485), the employer will, where applicable, arrange to make contributions for the employee to a registered mandatory provident fund scheme (MPF Scheme). The gratuity payable for the contract will be the sum which, when added to the employer’s contribution to the said MPF Scheme, equals 15% of the total basic salary drawn during the period of the contract.
