`Stop conversion' is not just the slogan of the hour but it was also uttered 83 years ago by the Father of the nation Mahatma Gandhi while addressing a gathering of Christian Missionaries, on 14th February, 1916. In a conference held in Madras, Gandhi, describing Hinduism and evaluating the works of Christian Missionaries in India, urged the missionaries to stop proselytizing in India. He had also declared that "in most cases religious conversions have little to do with religion; most of them are concerns of hunger instead of the heart and every conversion usually leaves behind bitterness". Dada Dharmadhikari had raised his voice against religious conversion in the Constituent Assembly. He demanded a ban on all types of religious conversions, which was not accepted.

The M.B. Niyogi Committee, which was formed during the Prime Ministership of Pt. Jawaharlal Nehru, had, after a detailed study of the activities of Christian Missionaries and their foreign links, recommended an official ban on religious conversions. The committee had also suggested that their dependence on foreign assistance be ended and Indian churches be instituted.
Had we cared for the words of Mahatma Gandhi right down to the recommendations of the Niyogi Committee, we would neither have witnessed the sad state of affairs in Gujarat nor would the sarvodayi and Gandhian thinkers still have to demand the ban on religious conversions.
What the veteran sarvodayi and Gandhian thinkers like Ghelu Bhai Nayak and Chunni Bhai Vaidh observed after the incident on 25th December, 1998 is not only an eye-opener but also thought-provoking. Both had been actively involved in social service among the tribals of Dangs district in Gujarat for the last 51 years. They said that whereas the population of Christians in Dangs was not more than 500 in the 60s, it had now been multiplied to a figure between 35-40 thousand, which roughly constitutes 30% of the total population in Dangs. The obvious question that arises is how the population of Christians has increased so much. The obvious answer is - through religious conversion.

Falsehoods for the Sake of Religious Conversion

What kinds of falsehoods and fraud do the Christian Missionaries resort to for the sake of religious conversion? In the words of Ghelu Bhai Nayak, "The missionaries infiltrated Gandhi's ashram at Sabarmati. They distributed booklets based on the chosen bhajans of the Mahatma. The front page bore the legend of Gandhi but the contents of the booklet were basically christian teachings".

In the I.P. Mission Girl's High School at Rajkot, young students from the standard Ist to VIIth were given a copy of the New Testament Bible. All students were forcibly asked to sign on the last page of the book which made a declaration to the effect that "I confess I am a sinner ........... So I accept Jesus as my personal Saviour". When the guardians objected to this practice, the School Principal issued a written apology that "such episodes will not be repeated in the future".

Jhabua and the Falsehood of the Christian Missionaries:

Another falsehood of the Christian Missionaries was caught in Jhabua. Rumours were circulated that the molestation of Christian minors in Jhabua was the handiwork of the R.S.S. the Vishwa Hindu Parishad and the Bajrang Dal cadres. This smear - campaign was brought about by so-called secular minded intellectuals, Christian missionaries, and also certain christian countries. But later investigations revealed that the perpetrators of the molestations included Christians and these criminals had the support of a Congress leader.

This happened in Congress-ruled Madhya Pradesh. The revelation of this truth sealed the lips of the so-called secular intellectuals, Christian missionaries and Christian countries. Nobody demanded of the Congress President Sonia Gandhi that the state in which the Christian nuns were heinously raped should remove its Chief Minister. During the tenure of Laloo Prasad as the Chief Minister of Bihar, a padre was paraded naked on 2nd September, 1997, but the Congress-supported Chief Minister was allowed to continue with his post. There are not just one or two incidents as have been outlined above but scores of such incidents show the falsehood of the Christian Missionaries.

After all, why do these missionaries take recourse to falsehood for religious conversion? They say that they are only involved in humanitarian concerns but selfless service does not require religious conversion. But, of course, proselytizing has been going on under the guise of service.

Keeping in mind the nature of prevalent conversions, the Niyogi Committee had recommended that the service conditions of doctors and nurses should include the clause that would prevent them from converting patients during their medical tenure.

The committee had also recommended that no child should be imparted religious instructions in this manner without the consent of their guardians. Clauses should be laid down in this regard.

It is unfortunate that the recommendations of the Niyogi Committee have not been implemented to this day, and it is the result of this non-implementation that the christian population in Dangs district has increased from 500 to 40 thousand.

The Conspiracy to Make the Christian Populous in Arunchal

It is not Dangs alone but all tribal areas and the bordering north-eastern states are subjects to the conspiracy of the missionaries. The result of this conspiracy is that today we have a populous christian community in Nagaland and Mizoram. The christian community here has an 80% presence. Arunchal is their latest target.

Voluminous book titled "Operation World", published by the Christian missionaries' publishing house named `Operation Mission' based in Britain, shows their mission throughout the world. The references to India can be found from page 273 onwards. In this, Arunachal has been cut off from India. The decision taken about Arunachal is that by 2000 A.D. it should be a Christian majority state. Whereas in 1971 the Christian population totalled 0.8%, it has increased to 10% in 1981.

In order to destablise the Gegang Apang Government, the north-east based parties - the National Council of Nagaland and the Government of Peoples' Republic of Nagaland - had on the pretext of peace-talk invited some ministers and legislatures of the Gegang Apang Government on 15th December, 1998. They were coerced into signing against their Chief Minister, Gegang Apang. The result of this christian conspiracy was the dissolution of the government.

Christian Terrorists Massacred Ten Thousand Soldiers:

Why do these missionaries want conversions? The pitfalls of such activities are before our eyes. It is the result of such proselyting activity that cessionist movement is still on in Nagaland and Mizoram. There non-christians are oppressed and exploited. Due to the violence unleashed by Christian terrorists, more than ten thousand soldiers have been martyred and many more citizens have been killed. The depredation by the Christian missionaries goes on unabated.

The Vicious Circle of the Christian Terrorist in Mizoram:

Christian terrorists had expelled 50 thousand original tribes of Riyang community from the state simply because they refused to embrace Christianity even after coercions by these church run terrorist organizations. These terrorists not only operate in Mizoram but also have infiltrated into the neighbouring state of Assam and exploit the non-Christian tribals of the province. On 4th March, 1998, 1000 christian terrorists brandishing fire-arms had entered Helakandi (Assam) and torched 172 houses, while Christian houses were spared. Similarly, many tribal villages of Riyang were attacked.

In a general proclamation, issued by the Young Mizo Association in the Mizo language, the people of Gutguti village in Hela-Kandi district of Assam were ordered to vacate this region by the 15th April 1998. Not only the Riyang tribals were harassed by these evil forces, but even the Buddhist Chakma tribe was targeted.

On 1st February 1998, people influenced by organisations like the Mizo Zarai Pal and Young Mizo Association destroyed 4 Chakma villages. 500 families belonging to these villages had to take shelter in the jungles in order to protect their lives. These terrorist organisations forcibly collect taxes from the drivers of goods carrying trucks in the night.

A memorandum on above mentioned incidents along with a photo copy of the order of Young Mizo Association had been sent to the Chief Minister of Mizoram on 29th April, 1998 by Silchar Kalyan Ashram. A copy of this letter was also despatched to the Prime Minister and the Central Home Minister.

The Harassments of Hindus in Meghalaya :

A few years ago in Meghalaya, poor Nepali Hindus, who had been settled there for a long time, were coerced and exploited; their houses were looted and set ablaze and they were driven out. The then provincial and Central governments failed to protect and rehabilitate them. All these were done just because they refused to embrace Christianity.

The Harassment of Hindus in Nagaland:

In the birthplace of the great freedom fighter, Naga Maharani Gaidinleu and its nearby villages, Christian missionaries perpetrated many sorts of injustices simply because 80-90% of the local population refused to accept the Christian religion; they are followers of the Maharani. The terrorist organizations of Nagaland have been running a parallel government over the years and they are also protesting against the central government. Till now, nothing has been done to ban their activities.

Incidents in Gujarat:

Similar incidents are also perpetrated in Gujarat as well. Hindus who refuse to accept Christianity are attacked and their temples are destroyed.

The Pillage in Hanuman Mandir:

In 1998, lumpen Christians razed the Hanuman temple in Motibhari, a village of Narmada district of Gujarat. Not only this they destroyed the hanging holy coconuts and committed sacrilege by urinating in the temple. In these ways these goons tried to spread terror and destabilise the peace in the region. This news was covered with photo feature by Gujrati daily "Nav Gujarat Times" in its issue dated 31.7.98.

Christians Attack Hindu Houses and Shops:

In Jankulav village in Gangarola taluka (Surat district), a mob under the leadership of the revolutionary christian padre attacked and destroyed the houses and shops and other properties of 10 Hindu families. They also destroyed a police zeep, a Maruti car and a Fiat and the police remained mute spectators. The main reason behind this criminal act of the Christians was a 14 year subjudice petition against Lyola Education Trust which had forcibly captured the land of a High School. The High School had won the case. Therefore the Christians well-planned the attacks on Hindu properties with axe, knife and by stone pelting.

Mass Conversion in Baroda:

On the night of 29th October 1998, in Hill Memorial High School in the locality of Fateh Ganj of Baroda, missionaries had arranged a conference for 4-5 days where 400 youths from different villages of Arkhera taluka, were lured for conversions. In this conference nearly 2000 youngsters from tribal villages were gathered. This conference was organised by Nelson, a cadre of Alpha Missionary Movement with a purpose of conversion. The Christian missionaries arranged free food for the participants of this conference.

Many youths of the nearby villages of Sankhaira taluka fled away when they were forced for conversion. Some of them have been identified as Sri Nitinkanchan Taravi, Sri Suresh Lakshman Taravi, Dilip Taravi from medal village and Sri Dinesh Baria from Bhuria village. These village youths informed the press reporters that in this conference people are appealed to leave Hinduism and accept Christianity. This piece of news was published in Gujarati daily `Sandesh Dainik' (30, Oct. 1998) with the title "The Conspiracy to Convert Tribal Youths to Christianity in the School of Fateh Ganj".

A Copy of FIR

F.I.R. Lodged Regarding Forcible Conversion.
Chetan Bhai Shankar Taravi, a youth who came to participate in the conference with his friends filed an F.I.R. with police station of the Fateh Ganj, alleging that they were seduced. They were promised that they will be provided free food and job for attending the conference. Because of this commitment and that no fare will be charged they came by their bus. Promises made by the Christian preacher Shashikant Parmar turned into threats once they reached Baroda. They were asked that these promises will be fulfilled only if they convert to christianity. If they do not convert, fooding and lodging will not be provided. Neither will they get job and return fare to their villages.

These youths of tribal villages were housed in Adarsh Hindi Vidyalaya of Fateh Ganj, which was rented by the missionary institutions. Christian Preachers attending the conference practiced rituals and were saying that Jesus would come from Heaven and convert them in their (preachers') image. Copies of the Bible were distributed and jobs and rewards were promised in case they convert to christianity.

These youths were also provided with forms of baptism along with a marriage certificate issued by Filadelfia Fellowship Church of India, registered Headquarters being situated at Sanjay Park, Rani Road, Udaipur- 313001 and a performa of the Indian Christian Marriage Act of 1872, which is a part of Marriage Register Book. In addition to these a proforma called Engagement Documents was also provided. It is obvious that the lure of marriage was also present. The F.I.R. lodged by the youths makes it clear that unemployed tribal youths are systematically targeted for mass religious conversions. This news was published in Gujarat Samachar dated 3.11.98.

200 youths, who escaped from the churches of Christian Missionaries because of forced conversions, were tried by the Christian cadres. All efforts to retain them failed despite physical confrontation with them. These escaped youths contacted and informed representatives of various Hindu organisations of the evil designs of mass conversion and filed F.I.R. in the local police station. A memorandum was sent to the police commissioner by the V.H.P. unit of Baroda and a procession was also taken out to stop conversion. A representation of the V.H.P. met the Chief Minister and the Governor of Gujarat, submitted memorandum and lodged formal protest against conversion.

An issue of Indian Express (dated 31st October, 1998) in Baroda published in headlines the incidents with a declaration to the effect that this conference had started on 26th October.

A 16 year old tribal youth from Sankhaira village in Gunder taluka, who was brought there as a delegate, complained that the delegates were also served eggs and non-vegetarian food, prepared with eggs. He also informed that nearly 100 boys of his age group were forced to attend the ceremony of religious conversion. The news also reported that Iswar Bhai Deevan Ji Gamit filed an F.I.R. at Fateh Ganj police station that Adarsh Hindi Vidyalaya was hired for the christian conference. They have been made the target of 15-20 Gujarati-speaking youths masquerading as activists of V.H.P. But The Indian Express reports that the F.I.R. does not mention the escaping of delegates at all.

The Deputy Commissioner of Baroda (North) Mr. P.K. Valera commented that this incident came into light because of the F.I.R. lodged by a tribal boy of Sankhaira which reveals the motive of forced conversion in the `Jesus-vision' ceremony. The allegation by the representatives of the Christians missionaries that they have been attacked by the cadres of VHP and Bajrang Dal is unfair. This is the result of christian conspiracy of forced conversion hatched by the preacher Mother Matthews.

The Bias in the Minority Commission:

In order to investigate these matters, members of Minority Commission visited Ahmedabad, Baroda, Bharuch, Surat and Rajkot contacting the Muslim and Christian communities. But they did not consult oppressed Scheduled castes and Scheduled tribes. They did not at all talked to the women and girls oppressed by Christians and Muslims. Minority Commission and women panch did not pay any heed to the girl abducted by a Muslim youth and her family members.

The commission members on a tour to Kaparwanj district investigated the locality in which backward Waghri community resided but they were intentionally ignored and only Christians were paid heed to. More-over, in Bhrauch the representatives of the commission exploited and scolded the fishermen and tribals.

The injustices wrought on them was not at all paid attention to. Similarly, in Surat, the abducted Hindu girl was not lent a ear. They recollected only one sided view of the christian representatives and relied heavily on unreal and media planned biased story. After many requests some memorandum of the oppressed and exploited community members were accepted.

Thus minority commission behaved in a partial and biased manner and held a biased view in the whole affairs. A letter was sent by the Vishwa Hindu Parishad against aforementioned episodes in Gujarat. However, various selfish people are mishandling above incidents to discredit VHP and its affiliated organisations and false allegations are levelled against them, which should be condemned in the strongest terms.

The Truth in Dangs:

The whole world is rife with well planned rumours that on 25th December the Hindus had perpetrated atrocities on christians and burnt down the church. So the VHP, the Hindu Jagran Manch and the R.S.S. are being criticised. The Christian churches have complained to the United Nations in this regard. As a result of this, the western countries are condemning us; Pakistan has also joined their chorus. The christians of Pakistan demonstrated on the border also. But no body bothered to find out the truth of what happened in Dangs. If we look at the news of The Asian Age of 26th December and many news papers of Gujarat, we can find out the truth which occurred in Gujrat.

The news titled `Reverse tide in Dangs' clearly mentions that a religious meeting organised by Vishwa Hindu Parishad was disrupted when around 35 christian youths pelted stones on the participants.

This news reveals who attacked whom, who were injured and how lies are spread in the whole world that the Hindus attacked the Christians.

Dangs and the Investigation Report of the Ministry of Home Affairs:

After a lot of hue and cry made the world over, the Central Government sent an investigation team comprising of senior officials of the Home Ministry to find out the truth at the spot. The report which was submitted on 1st January 1999 by the investigating team of officials, reveals the stone-petting of Hindu Jagaran Rally by the misguided christian youths.

Both these reports expose the truth as to who conspired and fomented the conflict and who inspired the Christian youths for stone-pelting on a Hindu Rally. It may be possible that, as the Christian youths pelted stones on the rally, they also looted and attacked the Church just to defame the Hindus and their organizations. (It seems to be a part of the same game plan to defame Hindus by attacking the Church as they did by stone-pelting). Can a mob who is fleeing with a concern to protect themselves from the police lathi-charge and the tear gas shells, dare to attack the Church and other buildings of the Christians?

Both the Prime Minister Mr. Atal Behari Vajpayee and the Sarsanghchalak (President) of R.S.S. Prof. Rajendra Singh (Rajju Bhaiya) had condemned any form of attack on the Church in the strongest terms. Rajju Bhaiya had even declared this act as non-Hindu, but unfortunately the so-called secular groups who are crying out for attacks on the Christians did not bother even for a while, to condemn the Christians for their unconstitutional and illegal act of forcible conversions. Not even a single leader said that the Christians should stop forcible conversions. After all, what do this secular crowd want? Do this crowd also want the Christian game-plan of evangelizing India to succeed?

The Truth of Orissa Nun Rape Case:

The article `Discrepancies in nun rape case continue to vex police' by Imran Khan (The Weekend Observer dt. 13/2/99) raises some fundamental questions about the attitudes of the missionaries, the media, and the secular intellectuals of this country. A detailed investigation of the case reveals the game-plan of the missionaries and Indian media i.e. just to discredit RSS and its affiliates. We can see how this piece of news is distorted by media which becomes a burning topic for intellectual debate denoting RSS hands in these episodes.

* Catholic nun Jacqueline Mary seen alighting public transport bus at Krushnachandrapur church around the time, she claims, she was raped.

* Bus conductor denies Jacqueline Mary boarded his bus as claimed in FIR.

* Medical report fails to substantiate rape incident.

* Father at Krushnachandrapur drops rape charges against `communal outfits'.

* Police probing conspiracy theory to malign Central Government and to oust Chief Minister J.B. Patnaik.

* Police, independent investigations fail to locate Bajrang Dal outfits between Baripada and Krushnachandrapur.

"The final medical examination report has not found indication of rape" says Mr. P.C. Das, the local DSP. Even the F.I.R. was lodged 24 hours after the incident. Kachupurackal Roy, the father of the village church, says that she could not lodge her FIR as she was deeply shocked at that time "She took time to prepare herself to lodge the FIR", he said. But she was perhaps already prepared to burn her undergarments, she had worn at the time of the alleged rape. Several people said to Imran Khan that the alleged rape appeared more to be a concocted story rather than a real shocking incident. This story has been created just to malign the image of the BJP-led Government at the Centre, i.e. a part of the major game-plan prepared by the missionaries the world over. DSP (crime) Mr. Das is also seeing a conspiracy angle in the alleged case and he admits `that there were some inconsistencies in the case'. According to the police officials, there is no trace of involvement of the "communal organisations" in the area. "It is mainly a fear psychosis created by vested interests". The Bajrang Dal has no existence in the area.

The Aim and Purpose of Mass Conversion:

The `Mission Mandate', issued the Christian, exposes the game plan of the missionaries. `Mission Mandate' explicitly explains the prescribed timetable for the aim of mass-conversion followed by the missionaries of every province and the incurring expenses:

The page no. 447 of the Mission Mandate openly states:

"Our aim is to establish one church each in every village

(5 lakhs villages are there in India) and every locality in

every city totalling 9 lakh churches".

Their game plan exposing the missionary activities is as follows:

Page 470: The Friends' Missionary Prayer Band of Chennai with its

annual budget of Rs. 1.45 crore converts 3400 people to

Christianity every year.

Page 471: The Federation of Evangelical Church at Nagpur, with its

annual budget of Rs. 2,60,000/- impart the Christian

teaching to 700 people annually.

Page 475: The Indian Evangelical Team in Delhi with its annual

budget of Rs. 40 lakhs converts 2000 people to christia-

nity each year.

Page 476: Mannaphool Gospel Ministries of Amlapuram with its

annual budget of 1 crore rupees is converting 3000

people to Christianity. In the last five years they have

converted 15 thousand people to Christianity.

Page 477: Kuki Christian Church in Imphal, the capital of Manipur

with its annual budget of Rs. 20 lakh converts 100

people to Christianity every year and the Kuki Church

has planned to establish 100 church in the next 10 years.

Similarly Emmanuel Bible Institute in Kota (Rajsthan) with its 70 lakh rupees budget converts a thousand people to Christianity every year.

P. G. Verghese, the founder-president of Indian Evangelical Team in his report says, "we (I.E.T.) had made a goal to establish 200 churches during the year 1979-1989. With the grace of our Lord Jesus, we reached our goal by 1988 only. In 1988 we had only 2000 converted Christians. Then we decided to convert 4000 people, which we achieved before the assigned timeframe". He writes "the aim and purpose of Christian missionaries is to convert the whole nation".

After all, why do these Christian missionaries want to convert India into a Christian theocratic state? This is clearly expressed in the Mission Mandate that "by the year 2000 people in greater numbers will embrace Christianity who will establish their influence in the social and political life in India".

The Foreign Aid to the Christian Missionaries :

The missionaries are leaving no stone unturned in order to change India into a Christian country and to establish their hold on the political life of India. To achieve this goal they have procured a lots of wealth from foreign countries in the name of social service. The money is routed through various non-government organisations. This fact was also revealed by the Home Minister Mr. Lal Krishna Advani when he made it clear that between October-December 1998, 70% of the foreign aid meant for NGOs reached the missionaries. A press release issued by the Home Ministry says that during this period, the missionaries received 14 crore rupees out of a total of 19.80 crore donated to various organisations. The major contributors include America, Switzerland, Britain, Germany and Italy.

`Mission Mandate', while instructing the missionaries to target the poor and deprived sections of society first, says that the poor and deprived are deared to Jesus. He cares for them. We should also approach and serve them by means of education and medical help.

The Terrible Reality of America: Starving People :

Christian missionaries are concerned about the poor and the deprived section of India but they do not care about the poor in America, who are deprived of even two square meals a day; they are discriminated by the Christians in their own homeland. They are least concerned about the plight of the blacks who are victimised by racial discrimination. There are 129 food banks in America to cater to its hungry people. According to the Economic Times (dated 17.2.1994) column `This bank caters to the hungry' these banks provide food everyday to 2.5 crore people, whereas the number of the starving people in America is expected to be something around 3.6 crore. Not only this there are many homeless people in that country. It is for these people that the American President Bill Clinton had gone to work in a social service organization. A photograph showing the President working for these homeless people was published in The Economic Times dated 23.12.1998.

The news concerning the hunger and homelessness of a large number of blacks clarifies that all is not well with America. Behind the glitter and glamour in America, what is hidden is a stark reality, which has deliberately been ignored by these christian missionaries. It is amazing as if they suffer from colour blindness. What they could see is only what mother Teressa had seen and misused in the name of serving the poors of India, with a larger evil design. She was running orphan houses and hospitals to serve her narrow purpose only i.e. the conversion of Hindus by seduction.

Mission Mandate clearly utters this point. Dr. Hansa Jay Kumar, who has worked in several missionary hospitals, says that basic purpose of these hospitals is to spread the message of Jesus to the various groups of tribal communities. To empower them with a separate identity from that of the national identity is the demand of the hour. Dr. Kumar describes the success in conversions by these hospitals as a miracle and a result of the divine blessing. Can the Christian missionaries who are running orphan houses, can answer how many children they have allowed to be adopted by non-Christians? Is not discrimination based on religion is a crime against humanity?

The Obsession of Christian Imperialism:

Why do the missionaries all across the world want to christianize India? Why are they unable to see widespread disparities in America and in other christian countries? The fundamental reason is the imperial mania of the christian missionaries. The obsession of being different from others, which caused the massacre of the Jews by Hitler, is working on the christian mindset also. That is why they are working to convert the Hindus of India. They want that Indians should accept their greatness and they are being helped out by the christian countries with all forms of resources. But what kind of greatness will it be where there are manifest social inequalities, where peace and satisfaction have become matters of the past.

A country, who wants to destroy the whole world just for the sake of financial gain is great, then we wish such greatness to that country only.

Gujarat episode has warned us that if we fail to implement the recommendations of the Niyogi Committee, we shall have to pay heavy price for that.

Church Game-Plan to Evangelise Delhi Poor by 2000:

The report titled `church plan to evangelise Delhi poor, slum-dwellers by 2000' exposes the heineous design of the missionaries to regain the lost political power and influence over India. Dr. Luis Bush, International Director of the AD 2000 and Beyond Movement opened his heart while addressing a conclave attended by at least 154 churches and christian organisations. In his own words "It (Delhi) is the capital and political power centre of the largest democracy in the world .........". He emphasised the "strategic need" to establish the "Kingdom of God" in Delhi.

The Evangelical Fellowship of India (EFI), a charter member of the World Evangelical Fellowship, is specifically aiming the slum dwellers and the poor for evangelisation. It has also "initiated a church planting campaign in the capital" under the action plan named `Harvest Delhi'. The missionaries are aiming to `harvest' the field and to prepare a plan to plant churches in each PIN code of Delhi where there is lack of a Church. They are planting separate churches for separate linguistic, social, religious and cultural people i.e. still they are following the principle `divide and rule' and let not the Indians be united. These demons know how to enrage the narrow outlook in the mind of Indians, so that they remain fighting with each other.

Baptisation of Bihar in Full by 2010 A.D.:

Various christian missionaries have prepared a detailed master plan to convert the whole Bihar in the 1st decade of the coming millennium. `Harvest Bihar' and `Decade of Gospel Advance in Bihar' present a blue print of how to baptise Bihar by AD 2010.

The especially constituted cell called, `Bihar Out-Reach Network' has planned to have 12,000 churches in Bihar within the given time-frame. The missionary leaders while introspecting themselves uttered, "missions and churches have concentrated on responsive tribals instead of giving equal importance to other groups as well. Mr. S.D. Ponraj, the coordinator of `Harvest Bihar', told the delegates that `harvest is ripe in Bihar'. The focus of the mission should not be confined to church planting and evangelism. Conversion and baptism are the two major goals".

The document reveals that "at present, there are 2,500 churches and the goal for next 10 years is to plant 12,000 churches". To achieve this end, Bihar Outreach Network is coordinating national and international missionaries in order to raise resources.

Presently about 60 Christian agencies are working in the province with 1,800 full time christian workers. Finally, Mr. Ponraj urged the delegates attending missions to start new training programs to train evangelists and church planters and place evangelists in all Pin codes of Bihar by AD 2000.

Knowing the Truth:

The killing of the Australian missionary, Graham Staines along with his two sons warrants the objective investigation of the case. They are murdered by a Dara Singh who is alleged to be a member of the Bajrang Dal. The killing should be condemned in the strongest sense of the term and the nature of the murder is itself un-Hindu. A Hindu is by blood kind hearted, tolerant and generous. Secularism is in our veins.

What is objectionable and demands severe criticism is the way the whole episode, like any other episode, has been twisted by some groups who work in liaison. It is they who are working by joining hands together with their own narrow interests in their minds. What is the most objectionable thing is the statement by the local DIG where he says that Dara is linked to multiple cases of extortion, looting and even murder. Dara has been a Bajrang Dal activist of at least ten years' standing. The issuing of this statement by the person of his status and its timing directly reveal the immaturity and prejudice of a bureaucrat which is today a major topic of national debate. If he is an efficient officer and he knows so many things about Dara Singh, why could not he arrest him on the basis of the previous charges levelled against him (He is involved in multiple cases of extortion, looting and even murder)? What does multiple denote? Why did not the aforementioned officer give the number of charges Dara Singh is bearing on his head ? This superficial statement shows the ignorance and carelessness of an officer of DIG rank.

All these episodes, where the christian are said to be attacked by the Hindu organisations, no. 1, no. 2 and no. 3, seem to be different stories scripted by the same man where just the heroes are changed. Everywhere something happens. No body knows, in fact, what happens because the real news is distorted and rumoured within an hour by the fourth pillar of democracy which is irresponsible and constitutionally untamed. Then a congress leader barks like a street dog till the story takes a U-turn and the people of this country become victim of well calculated misunderstanding weaved by the above mentioned groups.

Lastly, christian missionaries are there to demand the ouster of Vajpayee Government. They have all love lost for the BJP since the time BJP did not come into existence. Missionaries conspire during every election with the congress and foreign forces to work against the BJP. That is why they demanded presidential and judicial interference in dissolving the central government. They even asked BJP's allies to withdraw support - "The CCC (concerned christian citizens) also requested all the allies of the Bhartiya Janata Party (BJP) to withdraw support ......" (HT, January 25). This attitude should be seen in the light of the religious faith of the President of Congress. There are a number of other groups to follow them such as hundreds of communist parties.

We find in all such episodes how these groups, without trying to find out the truth, start defaming the RSS and its affiliates. Who raped the nuns in Jhabua? and the answer is a Congress MLA (who won in the recent assembly election) and his associates. But all these groups tried to malign the Vishwa Hindu Parishad. So an objective investigation should be conducted and the truth should be brought to the notice of the public at large and the culprits along with these rumour mongers should be punished.

CHAPTER III.—SUMMARY OF RECOMMENDATIONS

The following is a summary of the recommendations which we have made :-

(1) Those Missionaries whose primary object is proselytization should be asked to withdraw. The large influx of foreign Missionaries is undersirable and should be checked. (Paragraph 72, Chapter II, Part IV, Volume I).

(2) The best course for the Indian Churches to follow is to establish a United Independent Christian Church in India without being dependent on foreign support. (Paragraph 76 ibid).

(3) The use of medical or other prefessional services as a direct means of making conversions should be prohibited by law. (Paragraph 82 ibid).

(4) To implement the provision in the Constitution of India prohibiting the imparting of religious education to children without the explicit consent of parents and guardians, the Department of Education should see that proper forms are presribed and made available to all schools. (Paragraph 86 ibid).

(5) Any attempt by force or fraud, or threats of illicit means or grants of financial or other aid, or by fraudulent means or promises, or by moral and material assistance, or by taking advantage of any person's inexperience or confidence, or by exploiting any person's necessity, spritual (mental) weakness or thoughtlessness or, in general, any attempt or effort (whether successful or not), directly or indirectly to penetrate into the religious conscience of persons (whether of age or underage) of another faith, for the purpose of consciously altering their religious conscience or faith, so as to agree with the ideas or convictions of the proselytizing party should be absolutely prohibited. (Paragraph 87 Ibid).

(6) Religious institutions should not be permitted to engage in occupations like recruitment of labour for tea gardens. (Paragraph 88 Ibid).

(7) It is the primary duty of Government to conduct orphanages, as the State is the legal guardian of all minors who have no parents or natural guardians. (Paragraph 89 ibid).

(8) Government shoul issue an appeal to authoritative and representative Christian Missionary Organisations and to Christians in general to come together and to form an authoritative organisations which should lay down and inform Government in clear terms the policy which the Missions and Christians in general will follow in respect of propagating their religion, the methods to be followed in conversions, the type of propaganda which will be promoted and the attempts which will be made to confine their evangelistic activities within the limits of public order, morality and health. (Paragraph 90 ibid).

(9) An amendment of the Constitution of India may be sought, firstly to clarify that the right of propagation has been given only to the citizens of India and secondly that it does not include conversion brought about by force, fraud or other illicit menas. (Paragraph 91 ibid).

(10) Suitable control on conversions brought about through illegal menas should be imposed. If necessary Legislative measures should be enacted. (Paragraph 92 ibid).

(11) Advisory Boards at State level, regional level and district level should be constituted of non-officials, minority communities like Tribals and Harijans being in a majority on these boards. (Paragraph 93 ibid).

(12) Rules relating to the registration of Doctors, Nurses and other personnel employed in hospitals should be suitably amended to provide a condition against evangelistic activities during professional services. (Paragraph 95 ibid).

(13) Circulation of literature meant for religious propaganda without approval of the State Government should be prohibited. (Paragraph 96 ibid).

(14) Institutions in receipt of grants-in-aid or recognition from Government should be compulsorily inspected every quarter by officers of Government. (Paragraph 97 ibid).

(15) Government should lay down a policy that the responsibility of providing social services like education, health, medicine, etc., to members of scheduled tribes, castes and other backward classes will be solely of the State Government, and adequate services should be provided as early as possible, non-official organizations being permitted to run institutions only for members of their own religious faith. (Paragraph 98 ibid).

(16) A separate department of Cultural and Religious affairs should be constituted at the State level to deal with these matters which should be in charge of a Minister belonging to a scheduled caste, tribe or other backward classes and should have specially trained personnel at the various levels. (Paragraph 99 ibid).

(17) No non-official agency should be permitted to secure foreign assistance except through Government channels. (Paragraph 100 ibid).

(18) No foreigner should be allowed to function in a scheduled or a specified area either independently or as a member of a religious institution unless he has given a declaration in writing that he will not take prt in politics. (Paragraph 100 ibid).

(19) Programmes of social and economic uplift by non-official or religious bodies should receive prior approval of the State. ({Paragraph 100 ibid).
