Service Order Requirements

Background:

In January of 1999, CAD/MOAD had reached an agreement with EXPEC Petroleum Engineering Applications Support Dept. (PEASD) to transfer the responsibility of the Facility Assurance and Remote Inspection System (FARIS) application to MOAD. PEASD main reason behind this request was their shortage of skilled Power builder developers to provide the necessary support for FARIS application users. They were not able to handle the accumulated backlog of several pending system developments and users requested enhancements. In addition to the mandatory enhancements to improve the system performance, security, control, user presentation and unity the measurement engineering standards. Currently, FARIS system being use by many user organizations on both ECC and TCC networks by sharing single database located on the ECC center. Uthmaniyah, Shedgum Gas Plants, Pipeline Operations & Engineering and Lab. Research and Development Departments users on the TCC network.

Scope of Work: The scope of work is assist CAD/MOAD to complete a mandatory enhancement, developments and major enhancements to the Facility Assurance and Remote Inspection System (FARIS) to satisfy the system users accommodate the application database transfer to the TCC. This will include the following work activities:

· Upgrade the Power Builder 5.0 to 6.5 and Use PFC: This is to upgrade the system source code form Power Builder 5.0 to the latest Power Builder version 6.5 or higher. Also, to user customize code by applying the PFC coding techniques, which will significantly reduce the size of the system code, minimize the required maintenance effort and improve the system performance.
· Enhance the System Security and Control: Redesign the application and database security control, roles and logic to allow the system users to access only their data and prevent any data crossing among the system users.
· Upgrade the Cathodic Protection Module: Received a request from FARIS committee to include the Pipelines Cathodic Protection System as replacement for the similar module currently exists in FARIS. The pipelines CPS system has much more functionality and has been successfully tested by FARIS committee and users. This will require a major work to rebuilt the CPS tables with the consideration of the new system interface and customize the CPS module to fit all FARIS customers.
· Other development work: New development work for the Analytical Tool facility. Tracking equipment for external inspection, vessel tracking, Track electrical inspection and T & I for electrical equipment, landing base data program modules and to Calculate Thickness measurement calculator on the existing On-Stream Inspection Module. No details are available yet from the system proponent.
· Develop TCC Oracle Database: The system user will continue accessing the database in the ECC center. Identify all required database modifications that will be required to accommodate all system development and enhancements. Redevelop a new Database schema to fulfill all the above mentioned developments and enhancements. Complete the conversion of all user data, conduct the parallel system testing and implement the new database in TCC production.
· System support: Provide all the necessary system support for all ECC and TCC users.

Specific Activities:

· Conduct a business analysis to identify the scope of work for all user requirements to incorporate the new developments work into FARIS. Also, redefine the new database schema that to relocate the system database to the TCC and analyze the impact on the existing FARIS application modules and users.
· Review and modify FARIS logical and physical data schema to redefine the new data tables and relationships with the existing data model. Work closely with Data Management Division (DMD) designated DBA on the implementation of the database changes.
· Perform the system analysis, design coding, Unit/system testing and Implementation to production are required to develop the new modules and enhancements to FARIS application.
· Use ERWIN Case tool and PB 6.5/PFC/library class development tool and apply CAD standards.
· Perform all maintenance and support activities for three months at least after the implementation and delivery of the application. He should be able to resolve system failures and in timely manner and evaluate them to identify the required system preventive maintenance.
· Develop the system technical and user documents and helps screens.
· Prepare all system documentation and paper work are required for project proposal, completion notice, CC&OS & Network impact statements, implementation plan, etc.

The following Standard tool will be used in this effort:

Analysis: ERWIN Case tool.

Development: PowerBuilder 6.5, Application Partition with PFC& olass library,ORACLE 7.3 or higher, ROBO Help for the help screens and OLE for graphical reports.

S/W management: PVCS for production control.

Project management: MS-Project or MS Outlook task.

Requirements Deliverables

1. Work closely with user on gathering the user requirements and translate them into application input, output and process detailed specifications.
2. Develop the data logical model for the new tables and incorporate them as part of the existing FARIS data scheme.
3. Upgrade all the existing source code from PB 5.0 to 6.5
4. Develop the extraction and conversion program(s) to transfer FARIS Database from EXEPC ECC to the database schema on the TCC computer center.
5. Develop the system prototype, design , coding for the new modules by using PB 6.5 development tool and applying CAD standards. Perform unit and system testing for all system components and system interfaces as well.
6. Implement the developed application into production environment and deploy it to all user sites. Migrate the generated source code into PVCS.

Manpower requirements:

One full time Client Server Specialist and One Client Analyst are requested to assist CADMOAD to complete the development of Facility Assurance and Remote Inspection System and provide the necessary system support for a period of twelve (12) months. The following are the required skills:

1. Highly experienced in Client Server applications technology.
2. Highly experienced in developing C/S applications by using Power Builder (6.5 or higher) software. PFC & Class Library, OLE, Oracle 7.0 and /or 8.0 Database source management and SQL Plus.
3. Good experience in project execution.
4. Highly experienced in Oracle data logical and physical design and data retrieval.
