Have ISP's blocked internet access in some areas?

Hope somebody here speaks english, I'm not from Indonesia, but i have a friend that told me she won't be able to use internet, since her local ISP has decided to block internet access for considering her region (area) as "high risk zone". I didn't understand that, but if somebody know something about this issue, I really appreciate mailing me please.
