Thank you for your kind letter. Your English is quite good.

I agree with you that the last thing anybody wants is that the US and China get into a fight. It doesn't make any sense.
i also agree that this matter of the spy plane is "crap" it does nothing constructive as far as our relations go.

I can promise you, that the US has absolutely no intention of going to war with China. You must understand that - i think that that is very important to understand. We don't want war at all - it is a horribe thing.

Now. as to the question of spying. All nations spy on each other. Russians spy on the US, the US spies on Russia, You spy on us, we spy on you. And, believe it or not, that is a good thing. From our perspective: if we know what you are doing (mobilizing forces, moving submarines... etc.. ) then we are less afraid of you. if you know what we are doing, (moving air craft carriers, submarines etc... ) then you are less afraid. If you didn't know what we were doing you would have to be paranoid, and that is not a good way to have a constructive relationship. So, as you see, spying is not a bad thing at all. And it isn't a provocation, either.

So, yes, every nation needs to go peeping on their neighbors, so that they can be prepared for what might happen.

For the US, the problem is Taiwan. I know that you see it as your province, that it belongs to China. To the US, and I have some disagreements with my country on this issue, Taiwan is an place we protect as, yes, an independant country. We can disagree about the nature of Taiwan and to whom it belongs - I understand that our views are different and I do respect your point of view on that matter. But the reality is that we promised to keep Taiwan independent and protect it from an invasion/re-annexation by mainland China.

So, imagine that we didn't spy on you and vice versa (By the way, you spy on us too) China invades/takes back Taiwan. Then there will probably be a war - and we both have nucleaar capabilities, so you can imagine how awful this could be. But, if we know that you are planning something, then we can put ships there, and nothing will happen. Again. I understand that you feel it is your right to take back Taiwan. But the reality is that it would be a confrontation with the US. And that is something that I think both of us would like to avoid.

Now, as for the apology, I am very sorry, but I do not think that it is warranted. Many Americans are very angry with China for causing the collision and holding our 24 americans hostage for 11 days. But i know that we disagree on that issue - I can see that. But once more for the record: Our position is that 1. We were in international waters - so the act was legal. 2. The F-6 interceptor caused a collision - an accident - I am sure, but still : the spy plane flies at a very low speed, and can't ram a F-6 figher jet. also, the spy plane was flying on auto pilot. 3. The spy plane was about to crash, and signalled Mayday/SOS and flew into China airspace. But it is customary for countries to let aircraft violate airspace if they are in trouble... no?

I know we disagree on that issue, and I think it's ok. But again, as you are as well a reasonable person, well-educated, I think you can see our point of view.
